JB Planning Associates have secured outline planning permission for up to 80 dwellings in the village of Bromham, a key service centre in the new Local Plan and required to provide residential development sites for some 500 dwellings.
The allocation of sites was down to the emerging Neighbourhood Plan and JBPA attended a number of Neighbourhood Plan Steering Group Meetings and a Public Consultation and Exhibition in March 2018. Quoting from the Neighbourhood Plan “it is a site preferred by the local community for new development, well placed to access the A428 Bromham By-Pass with good access to public transport”.
Bedford Borough Council could not demonstrate a 5-year land supply of deliverable housing sites, such that the ‘tilted balance’ in favour of sustainable development within Paragraph 11 of the NPPF applied.
The outline scheme was approved subject to a Section 106 securing a policy compliant provision of affordable housing and planning conditions.
During the course of the outline application, a number of changes were made to the illustrative layout and the proposal is clearly a case where the Parish, residents, in conjunction with a willing applicant, were able to produce a superior scheme than was originally proposed and is a good example of collaborative working.< back
