JB Planning Associates are pleased to announce that they have secured a resolution to grant planning permission, on behalf of CALA Homes (North Home Counties) Limited, for 68 new dwellings on an allocated site on land to the west of Mangrove Road, Hertford.
The site is allocated in the adopted East Herts District Plan (2018) for approximately 50 dwellings. It lies within a sensitive location, incorporating an area of open space that is retained within the Green Belt and which forms one of Hertford’s designated ‘Green Fingers’, as well as being within the Hertford Conservation Area and within close proximity to the Balls Park Estate which incorporates a Grade I listed house set amongst a Grade II registered garden.
JB Planning Associates successfully assisted CALA Homes with the Council’s masterplanning process in tandem with pre-application discussions and public engagement. This led to the creation of a masterplanning framework document which set out the parameters and design and layout principles for the development of the site and which was approved by the Council at their full Council meeting in January 2020.
The application was subsequently developed in accordance with the strategic design principles set out in the approved Masterplan, which were collaboratively prepared in liaison with stakeholders from the local community and approved by the District Council as a material consideration for the planning application.
Engagement with local stakeholders included well-attended public exhibitions and presentations to ‘Shaping Hertford’ – a Steering Group made up of local community representatives.
The layout and design required careful attention to respect the surrounding built form, the site’s connection with the Green Belt as well as the setting of the heritage assets. JB Planning Associates were able to demonstrate that the quantum of development, which was above the 50 dwelling estimate for the site referred to within the Local Plan, had been design-led and would achieve an effective and high-quality form of development in line with policy objectives.
The detailed work carried out by JB Planning Associates and the client team both prior to the submission, and during the course, of the application allowed an overwhelming majority of the Members on the Council’s Planning Committee to support the case officer’s recommendation for approval.
The application has been granted planning permission by the Council’s Planning Committee subject to the completion of a S106 Agreement.
